Who Are We
Organized Retail Crime Association or ORCA BC is a non-profit association holding province-wide membership of public and private professionals, including Loss Prevention and Law Enforcement aimed at accomplishing our mission.
Our Mission
ORCA BC’s mission is to detect, deter, and dismantle organized retail crime through collaboration and partnerships with public and private entities. Together, from our initiatives we will enhance the overall safety of all stakeholders and communities across British Columbia.
Why must we stop ORC?
Organized retail crime (ORC) has a significant impact on prices in Canada, contributing to financial losses for retailers and affecting consumer prices. The financial losses due to organized retail crime have reached approximately $9.1 billion in 20241, highlighting the economic burden this crime places on the retail sector. Those losses don’t just disappear — they’re often recovered by raising product prices. So, everyday shoppers end up paying more.
ORC groups are also often organized and aggressive. Incidents can involve confrontations with staff, threats or violence. This makes retail environments less safe, especially in high-target stores.
The types of stores are not discriminated against by ORC groups leading to small retailers often feeling the effects more than large chains, as they can not absorb the cost. And, if retail crime becomes normalized in an area, it can discourage investment, reduce retail availability (“retail deserts”), weaken local tax revenue (which funds services) and the economy and becomes linked to other crimes, such as fraud and sometimes organized crime groups.
The bottom line is stopping ORC isn’t just petty theft anymore — it’s about keeping prices stable, protecting workers, supporting all businesses including small businesses, and maintaining a safe community.

ORCABC core value includes education where educating the public on ORC and retail crime issues, to include victim prevention, response, and awareness is one of our main goals. Educating people of how they can help only helps all of us for a safer community without organized retail crime.
